Heat oil in a 12 inch nonstick skillet over medium heat. Add onion and saute until soft and translucent, about 5 minutes.
Add garlic and spices. Cook until fragrant, about 1 minute. Add ground beef and saute until no longer pink and just cooked through, about 5-7 minutes.
Add chicken broth, tomato sauce, brown sugar and vinegar. Stir to combine and allow mixture to simmer over low heat for 10-15 minutes. Season to taste with additional salt if necessary. Serve with tortillas and toppings.
